California legislators are grasping at tax straws that don't exist as they seek to raise billions of dollars that don't exist for a balanced state budget that doesn't exist, according to the International Premium Cigar & Pipe Retailers Association. Two bills propose to increase tobacco taxes to as much as $2.10 per pack of cigarettes on top of the current $.87 per pack state tax and recently increased federal taxes of $1.00 per pack plus correspondingly stiff increases on other tobacco products like cigars and pipe tobacco. May 22, 2009 Oviedo FL Cigar Bar Leads in DUI Calls

The fate of Medici's is still up in the air. City staff still maintain that the Oviedo bar - the only one of its kind without a restaurant attached - could be violating a city code requiring 51 percent of business to be from sales of something other than open containers of alcohol. Staff has said that the documentation the bar provided isn't up to snuff - a claim the bar's owner, Mitch Patel, continues to refute. Patel says they've been providing quarterly documentation that the bulk of business comes from sources outside of bar sales since 2005, and they recently submitted more documentation to support that. "We handed in all the paperwork," Patel said Monday. "They're making up all their rules because now they don't want to accept it." They cited a variety of statistics and anecdotes: Medici's has had 32 DUIs attributed to their bar since 2005, more than any bar in the city. There are more 911 calls related to Medici's than any other bar. And the anecdotes: An underage driver accused of a DUI said they were drinking at Medici's, which prompted officers to launch an undercover operation where more underage patrons were able to buy alcohol. May 13, 2009 A Bill in Favor of Cigar Shops and Bars

The bill would not allow cigar shops to sell liquor. They could sell only those alcoholic beverages that contain no more than 6 percent alcohol by volume. That means beer. As soon as the smoking ban passed two years ago, smokers began joining the state's private social clubs. Those clubs are allowed to sell alcoholic drinks, and they are allowed to let their members smoke. They became havens for social smokers. Cigar shops also became havens for smokers who enjoy socializing or watching a game while sitting in a fat leather chair and smoking a nice cigar. Cigar shops, however, have one disadvantage. They cannot sell beer to their customers who already hang out on-premises, sometimes for hours. Read more...

A statewide workplace smoking ban that includes restaurants and taverns will start July 5, 2010, according to a deal reached Wednesday in the Legislature. The measure is expected to pass next week and be signed into law by Gov. Jim Doyle. All workplaces would be smoke-free under the bill before the Legislature. Legislative leaders, smoking ban advocates and the Tavern League of Wisconsin agreed to the changes to the proposal, which is now on a fast track. I'm a gringo, but I've always felt a bit Cubano, having grown up in Miami in the 1960s when the city became a haven for exiles from the communist island. Hey, it was on the outdoor basketball courts of St. Mary's Cathedral School in the working-class neighborhood of Little River (now known as Little Haiti) that my pals Manny, Julio and Raúl taught me my first words in Spanish. Words such as -- oh, never mind; this is a family newspaper. Living in Miami as a young adult, I wore traditional guayaberas and ate (way too much) lechon asado. And when I visit the city today? My routine hasn't changed much. I still feel at home on Little Havana's Calle Ocho (SW Eighth Street). For the moment, at least, Little Havana is as close as most Americans can get to experiencing Big Havana (the real Havana) since traveling to the Cuban capital is still a no-no. Although President Obama recently cut restrictions for Cuban Americans visiting relatives on the island and signaled that he'd like to improve relations between the two countries, the 47-year United States embargo remains firmly in place, limiting travel by most U.S. citizens. Rudy Garcia made this plea. "This will be devastating to the industry,'' said Garcia, a Hialeah Republican. The cost of a smoke has been going up. Naturally, the folks who smoke don’t like the price hike or the reason prices are rising.Prices officially rise Wednesday. Taking effect that day are new higher federal tax rates on tobacco, cigarettes, cigars, snuff and chewing tobacco, as well as on rolling papers and cigarette rolling equipment.The tax on a carton of cigarettes, which contains 10 packs, will increase $6.10. A pack of cigarettes will cost more than $5, with some going higher than $6. In many cases, the higher prices already are in place. The federal taxes are rising after passage of the State Children’s Health Insurance Program. The program is designed to provide health care coverage for low-income, uninsured children and improve the quality of health care children receive. In a decision rendered by a court in the People's Republic of China in January of 2009, Ruyan prevailed in a lawsuit against e-Cig, a China-based illicit manufacturer of electronic cigarettes and accessories. Howell announced that they had quietly brokered a compromise that would ban smoking in the state's bars and restaurants, anti-smoking advocates did not rejoice. They read the fine print.And they didn't like what they found.They said vague language in the ban allowed restaurants to create separate ventilated rooms for smokers but didn't define the standards for such a room. And they said the fine for ignoring the ban was tiny -- $25 for a violation. The advocates realized, said Cathleen S. Grzesiek, director of government relations for the American Heart Association, that they were very far from their goal of banning smoking in all public indoor spaces."This really isn't a victory for public health," Grzesiek said. Health officials may relax the state's new ban on indoor smoking in response to lawyers' complaints about rules against lighting up in hotel bars. Judy Ochs, director of the state Health Department's Division of Tobacco Prevention and Control, said the department is doing a legal review after attorneys for about a dozen hotels called to challenge the ban. Trey Matheu, general manager of a western Pennsylvania resort that now prohibits smoking in its cigar bar because of the new law, said he hopes the state will relent without a protracted court battle. In the first six months of 2008, Latvian tobacco companies made 1,015.3 million cigarettes, which is 31 percent more than over the same period in 2007, according to the figures of State Revenue Service. Specialists of the State Revenue Service said that less than 25 percent of cigarettes made in the first half of the year were released on the domestic market, while the rest were exported. State Revenue Service data show that in the first six months of 2008 Latvia exported 765.4 million cigarettes, which is 36 percent more than last year and made 75 percent of the cigarettes produced in Latvia during the said period. July 31, 2008 Altria 2Q profit falls 58 percent

Altria Group said Thursday its second-quarter profit fell 58 percent, as results from last year included the company's now-separate international cigarette unit. The Richmond, Va.-based company that owns cigarette maker Philip Morris USA says it made $930 million, or 45 cents per share, compared with profit of $2.22 billion, or $1.05 per share, during the same period last year. Those bluish clouds of cigarette smoke wafted away last September when the owner of Magoo's Sports Bar decided to get out ahead of a coming state ban and snuffed out smoking inside his Salem hangout. Going smokeless has hurt business a bit -- mainly in reduced video poker play, owner Jim Eastridge says. But the move has been well received by most patrons and brought in some new customers as well, he says. "A lot of my customers wanted it.
